1. Purpose and Scope: The PI outlines the process for submitting the triennial child count declaration, which is crucial for determining the allocation of CCDF funds. This count ensures that funding reflects the needs and population of each Tribal Nation and community.


2. Submission Deadlines: The deadline for submitting the triennial child count is July 1, 2025. The Child Care Automated Reporting System (CARS) will open for submissions in early 2025, and the Office of Child Care (OCC) will notify Tribal Lead Agencies when it is available.


3. Data Sources: Tribal Lead Agencies are encouraged to select data sources that provide the most valid, reliable, and timely counts. This ensures accuracy in the funding formulas used to allocate CCDF funds.


4. Effective Period: The new child count numbers will take effect in FFY 2026, starting on October 1, 2025. During non-plan submission years (e.g., FY 2026 and FY 2027), child count data may only be changed for specific reasons.
