Navigating the Tribal CCDF Plan Submission for FY 2026-2028

The Administration for Children and Families (ACF) has released the latest Program Instruction (PI) for the submission of the Tribal Child Care and Development Fund (CCDF) Plan for the Fiscal Year (FY) 2026-2028. This guidance is crucial for Tribal Lead Agencies, Tribal Organizations, and Federally Recognized Tribes as they prepare to outline their child care programs and services.


Key Highlights of the Program Instruction

1. Purpose and Scope: The PI provides detailed instructions on using the Tribal CCDF Plan template (ACF-118A) to complete and submit the plan. This plan serves as the application for CCDF funds, detailing the child care services available to eligible families.


2. Submission Deadlines: The deadline for submitting the FY 2026-2028 Tribal CCDF Plan is July 1, 2025. The Office of Child Care (OCC) will review submissions from July through September 2025, with approval letters expected in October 2025.


3. Plan Components: The plan includes various components such as:


  • Management of CCDF Services: Describing how the Tribal Lead Agency will manage the CCDF program.

  • Eligibility Guidelines: Outlining the criteria for families to qualify for child care assistance.

  • Provider Payment Rates: Detailing the payment rates for child care providers.

  • Service Priorities: Identifying priority services for children and families.

  • Parental Rights and Responsibilities: Ensuring parents are informed of their rights and responsibilities.

  • Program Integrity and Accountability: Measures to maintain the integrity and accountability of the program.

  • Quality Improvement Activities: Initiatives aimed at enhancing the quality of child care service.


Important Dates and Review Process

Tribal Lead Agencies should be prepared to respond to requests for clarifications during the review process. Once approved, the plans will be effective from October 1, 2025, through September 30, 2028.


The submission of the Tribal CCDF Plan is a critical step in securing funding and ensuring the provision of quality child care services to Tribal communities. By adhering to the guidelines and deadlines set forth in the PI, Tribal Lead Agencies can effectively plan and implement their child care programs for the upcoming fiscal years.
