New Resource: Home Visiting Cost Model Helps Programs Understand True Costs

Prenatal to Five Fiscal Strategies (P5FS) has launched an exciting new resource designed to help early childhood and home visiting programs better understand the real costs of delivering high-quality services.

The Home Visiting Cost Model (HVCM) is now live and available on the P5FS website! This first-of-its-kind, interactive tool allows users to explore detailed, customizable cost estimates for home visiting programs across all 16 included service models—and even calculate costs for systems using multiple models at once.
For Tribal, state, and community leaders, the HVCM offers a powerful way to explore how different factors—like staffing, training, benefits, and salaries—affect program budgets. It includes model-specific requirements and default data, while still allowing for customization that reflects your unique program structure. The tool supports cost estimates for all states and territories, as well as 36 Tribal Nations.

To accompany the tool, P5FS has also published a new issue brief showcasing sample outputs and practical examples of how the HVCM can strengthen planning and decision-making within home visiting systems.
