Federal Register Publication 2nd Notice-2017-2019 CCDF Plan Preprint for Tribes

The Office of Child Care (OCC) is pleased to announce the Federal Register publication of the Second Notice of the Proposed Information Collection Activity and Comment Request regarding the fiscal year 2017–2019 Child Care and Development Fund (CCDF) Plan Preprint for Tribes. The Federal Register Notice and CCDF Tribal Plan Preprint are located in the “Other Resources” section of the CCDF Reauthorization page on the OCC Web site.

On behalf of OCC, I want to thank our commenters for your thoughtful consideration of the CCDF Tribal Plan Preprint. We received comments from two Tribal organizations, and OCC has given thoughtful consideration to those comments, which were received during the 60-day public comment period. The CCDF plan has been revised to provide additional guidance and clarification throughout the document to improve the quality of the information requested. Additional revisions were also made to identify those questions related to the Child Care and Development Block Grant (CCDBG) Act of 2014 that were added for “informational purposes only.” A red delta sign has been inserted to specifically identify those questions related to the new law. The CCDBG Act of 2014, signed into law in November 2014, made significant changes to the CCDF program. However, the law did not explicitly indicate the extent to which many of the new requirements apply to Tribes. Questions related to the CCDBG Act of 2014 will provide the Administration for Children and Families (ACF) with baseline information on Tribal practices and technical assistance needs.

This followup 30-day public comment period will enable you to submit comments to the Office of Management and Budget. Written comments and recommendations for the proposed information collection should be sent directly to the following—Attn: Desk Officer for the Administration for Children and Families, Paperwork Reduction Project, Office of Management and Budget, fax: (202) 395–7285—or they can be sent via e-mail to oira_submission@omb.eop.gov.

Copies of the proposed collection can be obtained by writing to Attn: ACF Reports Clearance Officer; Office of Administration; Office of Information Services; Administration for Children and Families; 330 C Street, S.W.; Washington, DC 20201. All requests should be identified by the title of the information collection. The e-mail address is infocollection@acf.hhs.gov.

If you have any questions regarding the proposed CCDF Tribal Plan Preprint, please feel free to contact your Regional Office.

OCC appreciates all the time and energy that our Tribes and Tribal partners have put into helping us revise the CCDF Tribal Plan Preprint. Thanks to your partnership, the CCDF plans will serve as an important blueprint for implementing our commitment to improving the high-quality choices available to low-income families through the CCDF program.
