The Office of Child Care (OCC) is pleased to announce the Federal Register publication of the first notice seeking public comment on proposed revisions to the Child Care and Development Fund (CCDF) Tribal Annual Report (ACF-700). The Federal Register Notice, revised ACF-700 form, and “Child Care and Development Fund Tribal Annual Report (ACF-700) Manual” are all available on this page of the OCC Web site. The deadline for receipt of comments is Monday, June 13, 2016.
Summary: As authorized by Section 658K of the Child Care and Development Block Grant (CCDBG) Act (42 U.S.C. 9858j(b)), as amended by the CCDBG Act of 2014 (Pub. L. 113-186), the Administration for Children and Families (ACF), requires Tribal lead agencies to submit a Tribal Annual Report, which is also known as the ACF-700 and is used to report aggregate data appropriate to Tribal programs on children and families receiving CCDF program-funded child care services.
As many of you know, OCC held five Tribal consultation sessions between February and June 2015 to solicit Tribal input on the CCDBG Act of 2014. Many of the comments we received through the consultation sessions were supportive of the overall direction of CCDF reauthorization and emphasized the need for more Tribal quality data.
Based on what we learned through consultation, OCC proposes to revise the Tribal Annual Report. The report will now consist of two required sections: (1) Administrative Data and (2) Tribal Narrative. The ACF-700 has been revised to make the report more streamlined, cohesive, and easier to complete, with new check-box formatting for the narrative section. The report has also been aligned with the CCDF Tribal Plan. These changes will help OCC better understand Tribal activities as they relate to compliance, the quality of child care, the use of funds, and technical assistance needs. The proposed revisions will also allow OCC to more easily generate and quantify data.
We encourage Tribes and interested parties to review the ACF-700 and to provide your specific comments within the 60 days of publication.
