Jeanne

Jeanne Dengate is the Director of The Tulalip Tribes Birth to Three Child Care Center. She has been employed with Tulalip Tribes for 13 years first as a Montessori pre-school teacher and currently director of the child care center. She also manages the CCDF Grant for Tulalip Tribes. She is involved with her local County and State Early Learning Committees and the Washington State Infant Mental Health Consultation Group. Jeanne has been in Early Childhood Education and Family Support for over 30 years. She is the liaison for Little Red School House-an Early Intervention Program that works with birth to three on the reservation. She has been on the NICCA Board for 3 years and hopes to continue to be a strong Child Advocate for many more years. Back to Top

 

BarbFabre

barb Barb Fabre is an enrolled member of the Ojibwe Nation in Minnesota and has worked for the White Earth Reservation for the past 20 years working in the Education and Human Services Department, working with Youth Services, WIC, Indian Child Welfare, Employment & Training and Child Care Services.  Barb is the Director for the White Earth Child Care Programs (CCDF), Co-Chair and co-founder of the Communities Collaborative Conference (Minnesota’s largest annual Brain Development Conference), a Public School Board member, sits on the Advisory Committee for the Center of Early Education Department/University of Minnesota, Co-Chair of the White Earth Reservation Cultural Task Force.  The White Earth Child Care Program manages two child care learning centers, a basic sliding fee subsidy program, a tribal licensing program, an early childhood read mobile/early literacy program and is in the process of initiating an Ojibwe language immersion child care/program (website: www.whiteearthchildcare.com). Luana

Luana has been working in the Early Childhood field for fourteen years, seven years with Head Start and the past seven years with the Colville Confederated Tribes Child Care and Development Program.  As a mother of five and grandmother of eight she uses her own experience while working in her communities with children and families.  With her education background in the health and management field she has been able to use her education and knowledge while planning and implementing quality early childhood programs.  Luana is also very active while advocating and educating our state, federal and tribal leaders about child care and early learning.  Luana currently serves on the National Indian Child Care Board of Directors, participates on the Washington State Tribal Leaders Congress on early learning issues, has served on a number of workgroups for Washington State Department of Early Learning and various workgroups and committees while with Head Start including the National Indian Head Start Drug Prevention Pilot Project with NICWA.  Within the communities on the Colville Indian Reservation Luana has played an active role fighting drug and alcohol abuse as well as supporting actions toward preventing domestic violence, child abuse and cancer.  Luana also supports and spearheads many activities promoting wellness, literacy, parenting, grand parenting, health and safety, culture and language.

LaurieHand

Laurie Laurie Hand is the Director of the Cherokee Nation Child Care and Development Department.  She has been employed with the tribe since 1978 where she started as a counselor for the runaway and homeless youth shelter. She continued to work in youth services until 1992, when Cherokee Nation began administering federal child care funds.  Laurie has worked as a public school teacher, counselor, child care center director and administrator for children and youth and family programs.  She has served on a variety of local, state and national boards and workgroups. Laurie is married and has three children ages 15 – 22.   Her two daughters are attending college. Laurie, her husband and youngest son Michael reside in Tahlequah, Oklahoma. Back to Top

Eloise Eloise Locust is a member of the Cherokee Tribe. Employed with the Cherokee Nation for 26 years. Program Manager for the Child Care Licensing Unit since 1992. Previous work with the Cherokee Nation in Social Service programs dealing with children, youth and families. Currently the Treasurer for NICCA, Member of the Oklahoma DHS Child Care Advisory Committee, Oklahoma Tribal CC Association, former Board Member of the National Association for Regulatory Administration (NARA) and a former member of the Tribal Work Group. Received a Bachelors and Masters Degree from Northeastern Oklahoma State University in Tahlequah, OK.  Back to Top

Kim Nall has been employed by Colusa Indian Community Council in Colusa, CA since 2003 as their Child Care Center Director.  Kim co-owned her own preschool program for six years in Colusa County before going to work for the Colusa Indian Community.  She has been in the early childhood field in many different capacities since 1988.  She is an active member with the Local Childcare Planning Council and works with the Colusa County Health Collaborative Committee on community health efforts, First 5 for early literacy programs, as well as being active in the state CCDF child care collaborations and efforts in California.  Kim oversees the CCDF program as well as the daily operations of the child care programs. She is married and has four children ages 3 to 15.  This is her second year as a NICCA Board Member.


SherryRackliff

Sherry Rackliff is a certified teacher in grades K-12 with an emphasis on math and high school science. She has been in Early Care and Education for 28 years. She has been working for more than eight years with the Delaware Child Development program and is currently working for that program under the Washington County Child Care Foundation as the Executive Director. She has piloted several programs including Family Child Care Home networks, Sparking Connections, ANGELS (substitute program), and Extended Hours Care. She has implemented construction, planning, and programming for four child development centers for children ages birth through eight years and began programs for Resource and Referral, Success By Six, Child Nutrition Program (CACFP) and more. She served as Chair of the Oklahoma Tribal Child Care Association and Secretary of NICCA. She is a Fellow from Children's Defense Fund Leadership Network and works closely with child advocate groups in Washington, D.C. such as National Women's Law Center, CDF, Center for Law and Social Policy (CLASP) and National Association of Child Care Resource and Referral Agencies (NACCRRA). She has presented at many national, regional, and state level conferences on tribal/state collaboration, budgeting, programming, and curriculum. She has worked closely with Head Start, Early Head Start, Parents As Teachers, and is serving her ninth year in an elected position on a local school board. She is avid about educating the communities about the importance of early childhood experiences using scientific data from the latest neuroscience research.  Back to Top

Kathy Winters is the Director for the Wichita & Affiliated Tribes Child Care and Development Program.  She has been employed with the tribe since 2003.  She is certified to teach pre-k in the state of Oklahoma.  She has worked in the field of Early Childhood for over 15 years.  She has a degree in Early Childhood.  She is the current Chair of the Oklahoma Tribal Child Care Association.  She is a former Tribal Work Group Representative.  She currently resides in Elgin, Oklahoma.  She has two daughters. Elizabeth is attending the University of Oklahoma (GO SOONERS!) and Loreli who is a Elgin Middle School “Mighty Owl.“  Back to Top

Dion Wood is a member of the Karuk Tribe of California and began administering the Child Care Development Fund (CCDF) program in October of 1996.  In 2001, Dion went to the Federal side of CCDF and worked on a federal contract as the Child Care Coordinator for the Tribal Child Care Technical Assistance Center (Tri-Tac), and then a year later he was recruited to work for the QUILT Project (Quality in Linking Together) as the Tribal Child Care Technical Assistance Specialist.  QUILT was a collaborative Technical Assistance project jointly funded by both the Child Care Bureau and the Head Start Bureau focusing on collaboration.  When that contract was over, Dion returned to his tribe in Happy Camp, California and was eventually given charge of the Tribal Child Care program once again!
Dion’s experience encompasses an entire decade of working with the CCDF Program on the tribal side and the federal side.  Dion has traveled to many tribes to provide technical assistance and has conducted many workshops and activities associated with the CCDF program.  He also manages several other programs for his tribe including the Tribal Employment Rights Ordinance (TERO), Adult Vocational Training, GED support services, applicant screening and job interview observations for hiring, termination investigations and serves on the Tribal Education Committee.  Dion has been a NICCA Board Member for 1 year.  Back to Top
